Fixed penalty notices for utility companies


From 15 November, the Traffic Manager’s Team at Lambeth will be implementing Fixed Penalty Notices (FPN’s) as a tool to improve the management and control of utilities’ activities on Lambeth’s highways.

The use of FPN’s is a new power and supplements the power to prosecute offences. In practice Lambeth along with the majority of local highway authorities has rarely made use of its powers to prosecute, for the reason that they are cumbersome, expensive, and take too long to be truly effective.

Offences for which FPN’s are available include failure to serve notices of works, commencing works before approved start date, failure to serve notice of completion and it is hoped that the use of FPN’s will achieve a significant improvement in behaviour by the utilities, to the benefit of Brixton Hill residents and road users alike.
